The few plantations left intact have negro foremen instead of white overseers, and a "Foreman," who seems to fulfill the old African idea of chief of the tribe, meets with the utmost respect and his word is accepted as law. He shoulders all the responsibility of the plantation activities, gives orders to the hands and sees that they do their work properly (28).
